The Wilderness Chaplains Project outlines a phased, milestone-driven approach to establishing a sustainable, independent organization dedicated to supporting wilderness groups, search and rescue (SAR) teams, and first responders. By focusing on foundational stability before volunteer scaling, this plan ensures long-term operational success, financial health, and mission integrity.

Phase 1 (current work - 2026):
Foundation, Infrastructure & Asset Development
Focus: Relaunching the independent entity, stabilizing funding, and defining the educational core.

Phase 2 (up next):
Targeted Outreach, Networking & Resource Integration
Focus: Cultivating intentional relationships with agencies and embedding resources into the field.

Phase 3 (several years out):
Strategic Scaling & Volunteer Recruitment
Focus: Expanding organizational capacity through a trained, highly vetted volunteer cohort.

Operational Deployment (The Crisis Response Team)
Focus: Launching a specialized field capability to support remote emergency operations.
